Strategic alliances


Business Incubation Association in Tripoli (BIAT), a not-for-profit organization, was established with the assistance and back up of the Integrated SME support program, an EU funded project at the Ministry of Economy and Trade of Lebanon. BIAT is managed by a motivated, professional, experienced, and caring team ready to assist clients with their financial, technical, marketing, legal, accounting, exporting and training issues along with relevant authorities’ connection.
BIAT is recognized as a good practice example by the EUROMED data bank for the quality of its services under guiding principle eight, SME support institutions.
In addition to its original mission as a business Incubator and a business developement center BIAT has implemented more than forty sustainable development projects in North Lebanon. 


Municipality of Tripoli: Tripoli (Arabic: طرابلس‎ / ALA-LC: Ṭarābulus;[a] Lebanese Arabic: Ṭrāblos;[2] Turkish: Trablusşam) is the largest city in northern Lebanon and the second-largest city in the country. Situated 85 kilometers (53 miles) north of the capital Beirut, it is the capital of the North Governorate and the Tripoli District. Tripoli overlooks the eastern Mediterranean Sea, and it is the northernmost seaport in Lebanon. The numbe rof residents in greater Tripoli is estimated at 800,000 residents.


The Chamber of Commerce, Industry and Agriculture of Tripoli and North Lebanon: is a public utility institution, a member in the Lebanese Federation of Chambers of Commerce, was established based on the Decree No. 36/67 deals with all Economic Affairs and sponsors the interests of companies and businessmen whether in trade, industry, or agriculture . It plays a leading role in the Lebanese national economy through lobbying the highest interests of the private sector. It has about 20,000 affiliates who renew membership at a rate of 7,000 annually. 


The principal object of the Institute of Certified Carbon Analysts and Auditors (ICCAA) is to advance, promote, measure, regulate and provide assurance certification of carbon credits for the effective implementation of carbon management systems (that may include emissions trading systems). It is aimed at encouraging participation in carbon markets by its members to improve environmental sustainability and provide solutions to reducing the greenhouse effect and resultant climate change. The certification programs of the ICCAA are designed to train and educate ‘Certified Carbon Analysts and Auditors’ with the professional designation CCAA to provide analysis and assurance in carbon markets.


The Institute of Certified Management Accountant was incorporated in 1996 under the patronage of Mr. William Dix (former Chairman of Ford and Qantas) and Professor John Miller (former Director of Consumer Affairs, Chairman of Pannell, Kerr, Foster and holder of numerous senior academic positions). Its objectives are to provide a professional organization for management accountants, and to encourage, disseminate and promote the specialization in organizations in Australia. Similar specialist bodies have been operating in most English-speaking developed countries, e.g. USA, UK and Canada, but not until that time in Australia. The philosophy of the Institute of Certified Management Accountants (ICMA) is predicated on the idea that an active commitment toward excellence is fundamental to the process of education. ICMA utilizes its capacity to create programs that meet the needs of a dynamic society without limiting the educational delivery system. It feels a need for innovative programs that reduce barriers while maintaining standards of quality.


The Wharton Institute of Technology and Science (WITS) was founded to provide mature men and women an opportunity to undertake further studies in their chosen profession. The professional programs offered by WITS provide an opportunity for occupational experience, specialized training and independent reading to be assessed and recognized for credit purposes in meeting typical coursework qualification requirements.

We look at research and knowledge as the source of value creation for the communities we work with, the basis for any social decision and the first requirement for community good governance. We offer communities the tools of research so they can seek solutions to problems that affect them. We empower communities to understand and nurture their cultural heritage. HBSTC conducts research in collaboration with community partners to promote economic growth and social equity in a diverse, multiethnic, and multicultural community. In addition to traditional research tools, our services under this area are not limited to: gap analysis, program review and assessment, Sustainable Return on Investment - a triple bottom line analysis, and benefit-cost analysis, strategy and program development and implementation: performance indicators, sustainability scorecards, and management systems. 


Sustainable development 

Sustainable development has been defined in many ways, but the most frequently quoted definition is:
"Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs. It contains within it two key concepts:
·   The concept of needs, in particular the essential needs of the world's poor, to which overriding priority should be given; and
·   The idea of limitations imposed by the state of technology and social organization on the environment's ability to meet present and future needs."

HBSTC is promoting for Business and Social Entrepreneurship as a source of job creation (self-employment) and of youth empowerment and leadership.

Under the above philosophy HBSTC is planning its activities to cover formulating strategies, developing and implementing projects and programs in the following areas:

· Innovation, technology, and opportunity entrepreneurship incubation models and business plan competitions.
· Institutional reengineering or creation for NGOs, CBOs, CSOs, and Business Associations.
· Networking with local, national, and international stakeholders involved in the development of the region.
· Sustainable and green approaches for projects and SMEs. 


Community empowerment

HBSTC supports ‘Community-led local development’ designed for empowering weaker segments of the community. Local Action Groups are responsible for the development and implementation of local development strategies. HBS wants to activate the engagement of local people and communities in ensuring that what is done improves the quality of people’s lives, in particular, those groups of people experiencing poverty, inequality and social exclusion. Local authorities and social groups in addition to the central government therefore need to work together on problems that the community is facing. This means that change must be guided by the needs of local communities and that local communities are empowered to have the independence and the capacity to develop and implement initiatives. It is essential that Local Action Groups are able to carry out their role without being overly influenced or controlled by particular political or official interests. This must include a public-private dialogue leading to public-private partnerships creating value and providing solutions. The role of HBS is facilitating and supporting those at greatest risk of poverty and social exclusion. Mechanisms must be found which ensure that these groups have direct tools for developing such dialogue and implementing such partnerships.
